Remove the quarantine flag
If you saved in ~/Downloads
xattr -d com.apple.quarantine ~/Downloads/TrackRate-*.dmg
Then double-click the DMG file to install normally. You only need to do this once.

For free version - just click download and enter a valid email address. For the premium version if you have the payment token copied you may click download premium again, but instead of entering email click on the Resend option link and paste your payment token and enter a valid email. Click Continue. That's it you will receive the download link and license key in your inbox.
Yes. You can install on 3 devices as well as deactivate instances to free slots. Be aware that if you plan to make huge hardware change the app may not recognize the activation, so you may deactivate first, upgrade then activate. This is a rare case - only if you plan to change motherboard, cpu, gpu etc. all at once.
TrackRate is available for Windows, Mac, and Linux, there is no mobile version. The app is not in any app store so Mac and Windows may complain on install with warnings.
